Under the plan 400 thousand dollars would be spent restoring the old trams, transforming them into cafes and ‘mini museums’.

But according to the Herald Sun, Public Transport Victoria is stalling on a decision.

If approved, the first cafe tram would appear on the lawns outside the State Library.
