The City of Melbourne has recorded a surplus this year, receiving a boost in revenue from fines and permits.

Outgoing lord mayor, Sally Capp, says most of the revenue from fines will come from those who don’t vote in council elections.

“It’s forecast based on last election on the number of people who didn’t vote and they then get fined by the Victorian Electoral Commission and that money flows through to us,” she told Jacqui Felgate.

She also says the council has committed to removing offensive graffiti within an hour of notification.

“We are increasing our commitment to cleaning the city,” she added.
