William Street was closed between Bourke and Lonsdale streets after an incident this morning.

Nine Radio reporter Eddie Summerfield says a witness told him liquid had been poured on the floor in the foyer of the CGU Insurance building, and one “disgruntled” man was inside.

Police say a man in possession of petrol cans and hazardous materials was behaving erratically in a William Street building.

The surrounding area was locked down and the man was subsequently arrested.

He’s been taken to hospital for observation under police guard.

The scene has since been declared safe.
