Mooney Valley and Merribek councils are in shambles as residents still wait for their postal ballots just hours before the end of election on Friday night. 

Residents in Moonee Ponds, Narre Warren and Brunswick have been forced to wait for two hours to cast their vote in-person just to avoid a $99 dollar fine.
