A City of Monash councillor says explosive IBAC findings have presented the Victorian Government with a “golden opportunity” to consider scrapping councils completely.
Cr Theo Zographos said the case was strong.
“Australia is over-governed, and we’ve got too much duplication and cost duplication,” he said.
